Gavin and the Democrat Bureaucracy will fight this because the need to cheat in order to win all elections. They need Mail-In-Ballots to control the Election Totals in their favor. I hope that the USPS in California is not compromised so that Sacramento is stopped. I hope that the rest of the Country is not so corrupt like California, New York, Arizona and New Jersey as examples. In Federal Elections like Mid-Terms the Federal Laws & Emergency Orders take Precedent.
